The Line Owns the Risk

The person who directs the work owns the risk it creates. This is the foundation of every HSE management system and the point most frequently lost in practice, usually the moment an HSE department is created.

Why it matters

Only the line manager controls the variables that determine risk: what work is scheduled, how much time it gets, who is assigned, what equipment is provided, and whether a job is allowed to stop. An adviser controls none of these. Assigning safety to the adviser transfers the blame without transferring any of the levers.

What the HSE function is for

• Providing competent advice, standards and tools.
• Independent assurance that controls are working.
• Analysing data the line cannot see across the organisation.
• Escalating where risk is not being managed — and having the authority to do so.

If an incident investigation concludes "HSE should have checked", the organisation has misplaced its accountability.
