Culture Is What Happens Under Pressure

Safety culture is the set of shared assumptions, values and behaviours that determine how safety is treated when there is a cost to treating it well. Everything else — posters, values statements, lanyard slogans — is climate, and climate changes faster than culture.

Where culture shows itself

• What happens to the person who stops the job.
• Whether near misses are reported when reporting is inconvenient.
• Whether a supervisor can say "not today" to a client and be supported.
• What gets discussed first when the shift handover is rushed.

Measuring it honestly

Perception surveys are useful if the results are published and acted on; if not, the second survey tells you only how many people have stopped believing the first one mattered. Triangulate: survey data, interview themes, reporting rates and their trend, action closure times, and what an outsider observes in the first hour on site.
