Managing safety is administering the system: risk assessments current, training matrix complete, audits on programme, actions closed. Leading safety is influencing what people do when nobody is watching and the schedule is slipping.

The distinction in one example

A manager notices the permit was not audited this month and chases it. A leader walks to the job, asks the crew what the permit does not cover, and then fixes the thing they name. Both matter. Only the second changes what happens at 2 a.m.

Four leadership behaviours that move outcomes

  • Presence — being where the work is, regularly and predictably.
  • Curiosity — asking about the work rather than announcing the rules.
  • Responsiveness — fixing what you are told, visibly, and quickly.
  • Consistency — the same standard when the job is late as when it is early.

People do not calibrate to what leaders say about safety. They calibrate to what leaders do when safety costs something.
