The standard and the person

API 653 is the API standard titled Tank Inspection, Repair, Alteration, and Reconstruction. It covers aboveground storage tanks that were built to API 650 (or its predecessor, API 12C) after they are placed in service. It tells an owner/operator how to inspect a tank, how to judge whether it is still fit to hold product, and how to repair, alter or rebuild it safely.

The standard relies on a person called the authorized inspector: an inspector who works for, or on behalf of, the owner/operator and who holds a valid API 653 certification. The authorized inspector carries out or supervises the formal inspections, reviews thickness data, judges findings against the standard, and authorizes and accepts repair work.

The API 653 Aboveground Storage Tank Inspector credential is how API confirms that a person knows the standard and the documents it refers to well enough to act in that role.

What the exam expects at this level

This is an advanced course. The exam does not only ask what a term means. It asks you to apply the code to a case: calculate a minimum shell thickness, decide whether pitting is acceptable, set the next inspection date, choose whether a repair needs a hydrostatic test, or judge a brittle fracture risk.

For that reason, most lessons here end with a calculation or a judgement. Every worked number in this course has been recomputed independently, and units are always stated. In the exam, the same discipline matters: a correct method with a wrong unit gives a wrong answer.

Two habits will help from the first day:

  • Use the editions on the current effectivity sheet for your exam date. Values and paragraph numbers can change between editions.
  • Read the code, not a summary of it. This course explains what the documents require in plain words. The exam is set against the documents themselves.
