Getting toolbox talks past the tick-box stage

A toolbox talk read from a laminated sheet to a crew who have heard it four times is a signature exercise. Everyone in the circle knows it, including the supervisor delivering it. What seems to change it is making the talk about the job in front of them that morning rather than a topic from a list, and letting the crew name the hazard instead of being told it. That asks more of the supervisor, which is where it usually stalls. How do you prepare supervisors for that, and how do you tell a real talk from a recorded one when you are reviewing the paperwork?
